A four-time felon accused of fleeing the scene of a high-speed collision that killed a 9-year-old girl last week faces new felony charges, the Alameda County district attorney's office said Wednesday. Kevin Lee Payne Jr., 21, was charged this week with vehicular manslaughter, reckless driving and leaving the scene of an accident in connection with the April 10 hit-and-run crash on a busy Fruitvale street, according to documents released by the district's attorney office.
