An indicted lobbyist in Arkansas has agreed to be transferred to Missouri, where he faces federal charges of conspiracy and accepting bribes. In an eight-page decision issued Tuesday, Circuit Judge Richard Callahan said the Springfield, Mo., school teacher who brought the legal action failed to convince him that the State Board of Education violated open meetings laws in order to engineer the firing of former school Commissioner Margie Vandeven last year.
